Probably a user that got removed by vrc staff

I have no idea, from what the API says, they are an internal developer and they have the tags “admin_moderator”, “system_trust_legend”, “admin_scripting_access” and “admin_official_thumbnail”.
So my best guess would be a developer test account or an account to automate some kind of mod task.
