Vrchat running at 1fps either in vr or on desktop

ok so i have a decently beefy pc at least compared to any of my friends who also play on pcs with stuff thats still all original parts from 2019. so i bought a valve index and set it up and this was about a month ago and i played vr chat before and after this using my pc and it ran perfectly got 60 plus fps on my quest 2 and was getting even more on my valve but shortly after i had problems with roblox i couldnt solve amongst other shit so i decided to clean wipe my pc deleting everything after reinstalling and getting all my progress and files and apps all situated i tried running vrchat on my headset and nothing was working at all id be running at 1 fps on desktop and due to the lag vr on my valve wouldnt even open and so i have been doing an ungodly amount of trouble shooting and even after another clean wipe on my pc and vrchat being the first thing i try it still runs like complete garbage at 1 fps and slow after hours in bios doing everything i could think of to some how boost preformance to be able to play like i used to i havent upgraded anything on this pc hardware wise and i have no idea what to do anymore i have a intel core i5 12400f nvidia geforce rtx4060 ti on a gigabyte b760 ds3h ac ddr4 with 1tb of storage and 16 gb ram. is there something i missed while downloading all my stuff back im truly lost please someone if u have any ideas toss them my way
