Switching to Android:AndroidPlayer is disabled (2022.3.22f1)

So basically everytime i try switching the platform to android it gives me this error:

Ive tried switching projects, installing android support manually like two different ways, and it just still does NOT work. it uploaded to windows just fine, but for some reason it doesnt want me to upload it to quest.

maybe its something to do with the avatar itself? but im not sure. any help would be appreciated

Ensure your Unity and SDK versions are up to date.

You need to install the Android Package for Unity, Can you check that you have done all the steps from this documentation ? Setting up Unity for Creating Quest Content | VRChat Creation

I have same issue with same version of unity.
It worked with down graded version of unity.
