nonee, i just dont know where to go reading the steps, its just confusing cause it looks hard for me.

I see a mention of a UPM health check failing, unity does have its own package management, so maybe UPM stands for that.
If you want a Lord of The Rings metaphor, you’ve shown us a song from the middle of the simirillian, but most people don’t look at that book.
Okay fine, the screenshot you’ve posted shows part of the thing, but it doesn’t show the whole picture so we’re guessing. That network diagnostic that it’s suggesting you look at, will list out what it’s trying to do, and maybe it’ll give you someone to poke at, or you can share with us what it says.
Could be an ad blocker or tracking blocking.
I would recommend trying what it says to do if you haven’t yet. If you do not know how to add an exception for you antivirus you can look up “How to add an exception to ____”.
If you just use windows built in defender you can follow these steps:
Open Windows Security: Click the Start button on your taskbar, type Windows Security, and select the app from the results.
- Access Virus & threat protection: In the main Windows Security window, click on Virus & threat protection.
- Go to settings: Under the Virus & threat protection settings section, click on the Manage settings link.
- Find Exclusions: Scroll down to the bottom of the page to the Exclusions section and click Add or remove exclusions.
- Add the exception: Click the + Add an exclusion button and select the type of item you want to exclude (File, Folder, File type, or Process).
- Confirm: Select or browse for the specific file, folder, or process you want to ignore and click Open or Add. Click Yes if the User Account Control (UAC) prompt asks for permission to make changes.

If that does not resolve the issue I would recommend uninstalling and reinstalling that unity version (2022.3.22f1) within the Unity Hub application and then reinstall it from either VRChat’s website or VRChat Creator Companion (VCC).
