Can you try to create a new project, see if that issues occurs on it as well ? Because the com.vrchat.avatars is the main avatar package from vrchat officials, so i should work
I tried to make a new project and the same situation has appeared Everytime I changed its directory as well even went into unity uninstalled everything reinstalled back and still appears did the same with VCC
Check your Windows Firewall settings, you may have clicked Cancel when the popup showed to allow VCC to access the network.
If you have an antivirus installed, check to see if it’s blocking certain network actions.
