VRchat not loading and stuck in the screen

my friend cant play vrchat at first when open game and finish loading world object world are missing, make him stuck and cant open any Manu like fst photo

1. him re-install many time cant fix
2. i told him deleted vrchat file in appdata it cant fix

now my friend cant login to vrchat because it stuck before login like a picture 2 and not load anything

how to fix it pls help me
