I have a question: If you join a 18+ instance and toggle your nsfw assets on your avatar, is it still reportable or accaptable because everyone is over 18? (provided you marked it as sexually suggestive)
Generally speaking explicit sexual content such as that is not allowed as per TOS.

Generally 18+ ≠explicit pornographic content. It’s intended to primarily be for adults to be able to get away from children and be able to socialize with other adults. Not a free pass to go hullabaloo with your parts out as much as you’d like. Especially in age restricted group public instances.
It’s best to refer to these two parts of the guidelines
Keep private things private. If you have avatars or other content that might be sensitive, intimate, or provocative, keep it in private spaces with users that agree to see it.
- Certain portions of the “inflammatory behavior” guideline may not apply in Private instances as long as everyone present consents.
- Harmful or hateful activity is never allowed on VRChat, even if everyone is informed or consents.

I don’t think there has been a change to the TOS, so it is still reportable even in 18+ if it’s like public

Where exactly is this written in the TOS in general?
I read the TOS part about sexual content but that said it’s not allowed at all.
How does it work if the community guidelines say something else?
And if it works: How can you prove that everyone was giving consent?
It’s important to remember there are laws around the world that are very strict regarding sexual content on many platforms. It is important to keep this in mind when reading the TOS and guidelines. The guidelines are generally the behavior VRChat expects from players, while the TOS is for legal purposes.
