I have met the requirements for new user —> user rank but I’m still new user ( I have over 20 friends and 130+ hours) for context

There isn’t a public threshold regarding the ranks in vrchat. That’s something kept private, so I can only suggest you keep playing the game, meeting new people, go to events, etc.
