Intermittent Stuttering in World Download Speed

For the past two months, when playing VRChat, I have frequently experienced an intermittent stuttering issue while downloading worlds. The download will start at a normal speed (around 20-30MB/s) for about 1 second, then the speed will instantly plummet to around 10KB/s, quickly drop to 0KB/s, and freeze for about 10 seconds. After that, it will resume normal speed for about 1 second, and then instantly drop back down to 0KB/s and freeze for another 10 seconds, repeating this cycle.

During this period, I have tried many troubleshooting steps, but none of them have worked. These methods include: changing autotuninglevel=normal in CMD, disabling the firewall, turning off all anti-virus software, restarting the network, rebooting the router, using a VPN, and clearing the VRChat cache. None of these have resolved the issue. This problem occurs on approximately 7 out of 10 days.

My PC configuration is an i9-14900kf and an RTX 5080. The drive where the VRChat world cache is stored is an SSD, and I am using a wired (Ethernet) connection. I believe my network itself is not the problem because I do not encounter this issue at all when downloading things on Steam or from other sources; this intermittent download problem is exclusive to downloading worlds in VRChat.

I really need help. This issue has been frustrating me for two months, and before then, I never had this problem and could play smoothly.
