I'm having a issue with my friends list

How do I fix my friends list not updating and not getting in game notifications explain I’ll get a invite or a friend request and it wont show up unless I’m on vrchat.com or I restart the game. Even when playing with friends if they dont put a portal down I cant join unless I restart because it’ll say there on the same world that they were on when I first log in. I’m on pc and did try deleting and reinstalling the game.
