Cant use the "R" menu in desktop

Hey i wasnt for ages in desktop, but in today i realized that i cant use the menu when you hold R anymore. it pops in the bottom of you screen and makes it unusable.
can someone help me ?

if possible try to use these pictures and the sound that plays when selecting a option to move your menu
in options 3 spaces left, to get to config

then move your mouse back to the top then 4 spaces right

then click and move your mouse back in view
