As of current the plan is to have the lower limits be enforced retroactively, grandfathering in old avatars increases complexity in the implementation of the limits. It could be as we get closer to the date that we decide to temporarily grandfather in older avatars giving a later date where the lower limits will start to effect them but it all depends on how things go over the next few months
