Tracking issues

I am building an avatar that is supposed to be quest/pc compatible. The mesh is really more of a giant rectangular mass on wheels with these robot arms that are retractable. The rest of the body should not move aside from the arms. However when i have the tracking activated for ONLY the arms and face, the entire hip/spine/chest/upper-chest automatically rotate at a specific formation, causing the entire rectangular body to tip backwards.

How do i prevent this?
