Please help me fix my shoulders

I’ve followed every tutorial I can find, but theres literally nothing that goes over what to do about shoulders that do THIS, when you move the arms up.

I’ve weight painted everything a thousand times in every conceivable configuration and smoothness, no matter what I do it ends up like this, or destroys it in another pose when I smooth it out as best as I can. If its a bone issue, please tell me how to fix it or is movement different when run through cats? I haven’t touched cats yet, I really don’t know what I’m doing, taking it step by step.
